Sir Howard Bernstein on reinventing Manchester: ‘Remarkable things have been achieved’

As the city’s veteran chief executive calls time on a career that transformed the skyline from one of post-industrial decline to thriving metropolis, he talks about the threat of Brexit, the future for the northern powerhouse and why George Osborne is ‘a top guy’

‘I don’t think anybody can ever say that a city is complete,” says Sir Howard Bernstein. “Cities constantly reinvent themselves, and there are different phases in a city’s transformation. So the job’s never done. I could be here for another 50 years.”

He laughs at the absurdity of the thought, but it’s not hard to see what he means. A stone’s throw from where we are talking, there are sights that will be familiar to any visitor to modern Manchester: a skyline dotted with cranes, innumerable new buildings, and endless gangs of construction workers. As ever, the city feels impatient, and restless.

Guilt by association: the housing developments that went sour

Housing associations have been run for the good of tenants and communities since the 19th century. But with many new developments plagued by shoddy building and a priority on profit, are they leaving their best ideals behind?

The Caulfield Park housing development in west London sits on a little bit of televisual history. The estate it replaced in South Acton was once the filming location for the fictional Nelson Mandela House, the high-rise home of the Trotter family in Only Fools and Horses.

These days, Del Boy and Rodney and their wideboy antics are, of course, long gone. For the current residents of the seven-storey blocks, the people now doing the misselling are their landlords.

MPs call for sweeping changes to housing association regulation

Demand comes after Guardian investigation uncovered issues including damp and rats at newbuild developments

The regulation of housing associations needs sweeping changes, MPs have told the Guardian, after an investigation into troubled new-build developments that have benefited from more than £60m of public money.

The investigation into properties across London found issues with five housing associations: Catalyst, Sanctuary, Notting Hill Housing, Wandle and the One Housing Group, who together control 175,000 homes. Problems experienced by tenants and homeowners have included structural defects, damp, mould, broken lifts, infestation by rats, and poor customer service.

Victoria Musguin says she has suffered flooding and loss of hot water for weeks at a time at her newly built flat

Victoria Musguin is a member of a social tribe at the heart of London’s mounting housing scandals: young professionals living in shared ownership properties in which housing associations retain a stake.

Musguin, 31, is a freelance film-maker who lives in Suttons Wharf North, a new development in Mile End, east London. The housing was commissioned and is run by One Housing Group, which oversees more than 15,000 homes in the capital and its surrounding counties. Close by is Suttons Wharf South, completed in 2009. Together, the two developments have benefited from £32m of Greater London Authority grants.

Residents of London developments built with public funding tell of damp, lack of security, rats and poor customer service

‘There is no point calling them’ – residents’ stories

Housing associations responsible for more than 175,000 homes are facing allegations of serial neglect of their residents and properties, focused on an array of new-build developments in London that have received more than £60m in public money.

The issues uncovered by a Guardian investigation include damp, mould, nonexistent security, outages in heating and hot water, inadequate repairs, and infestation by rats and mice. There are also many complaints about poor and often misleading customer service.
